CCMG welcomes calls from the Secretary to the Cabinet, Mr. Patrick Kangwa, on the need for civil servants with political ambitions to resign from their positions in order to participate in elections. CCMG further recognizes and appreciates the Secretary’s call for District Commissioners and Provincial Ministers to stay away from political campaigns and focus on their official duties.
CCMG calls on the Secretary to the Cabinet to ensure that Ministers who are involved in campaign activities for any candidate in any by-election take unpaid leave. Further, we call on the Secretary to the Cabinet to ensure that civil servants such as Permanent Secretaries comply with the provisions on non-partisan conduct.
CCMG reiterates this call in the forthcoming by-elections and hopes that the Secretary to the Cabinet will ensure adherence to Paragraph 3 (1) (b) of the Electoral Code of Conduct by ensuring that all Ministers involved in campaign activities take unpaid leave from their official duty.
